Job type Contract Shift and schedule Monday to Friday   Benefits Pulled from the full job description Tuition reimbursement 401(k) Paid time off   Full job description Senior Database Developer The primary place of performance shall be at the Department of Homeland Security's (DHS) Office of Homeland Security Statistics (OHSS) Government Facility at 2703 Martin Luther King Jr Ave SE, Washington, DC 20593, between the hours of 8:30 AM and 5:00 PM ET, Monday through Friday (except federal holidays). Telework may be permitted if approved by the client. EMKS is seeking a Contract Manager/Senior Database Developer who will lead the design, implementation, and oversight of OHSS's enterprise data management framework. This position combines strategic project management with deep technical expertise in data architecture, database development, and automation. The role is responsible for assessing current data systems, establishing secure and scalable data storage and processing environments, and implementing automation tools that support data collection, cleansing, transformation, and reporting. The candidate will oversee the development of a centralized data repository, enforce data governance policies, ensure data integrity and accessibility, and manage system integration across internal and external data sources. The successful candidate will bring extensive experience in database development, data pipeline automation, and leading cross-functional technical teams in federal environments, ensuring that OHSS's expanding data mission is supported by robust, compliant, and future-ready solutions. Duties/Responsibilities: Demonstrated expertise with database management systems, including SQL Server, Oracle, or PostgreSQL. Extensive experience designing, implementing, and maintaining relational databases, data warehouses, and ETL processes. Proficiency in Data Analysis, Data Modeling, and Data Integration, including familiarity with tools like ERwin or similar data modeling software. Experience with Data Governance frameworks and practices to ensure data quality and compliance. Serves as a single point of contact for the Contracting Officer and the COR by being aware of work being conducted across all tasks, being available to the COR via telephone or email during work hours, and responding to requests for discussion or resolution of problems within twenty-four hours of notification. Required Qualifications: Bachelor's degree in Computer Science, Information Systems, Engineering, or a related technical discipline is required. Master's degree preferred. 15 years or more of federal onsite experience supporting and understanding agency policies and workflows. Experience developing stored procedures, functions, and triggers to support application development. Familiarity with cloud-based database platforms (AWS, Azure, Google Cloud). Strong knowledge of federal security standards (e.g., FISMA, FedRAMP) as applicable to database design and implementation.
