Oracle Applications Software Developer-Remote

Position Overview

We are seeking Mid to Senior Level Oracle Applications Developer to support an FDA project. The ideal candidate will have strong expertise in Oracle APEX development, PL/SQL, and implementing complex business logic using Drools. You will work within a collaborative, Agile team environment to develop secure, scalable, and rules-driven web applications in compliance with federal standards.This role requires expertise developing, modernizing, and enhancing software platforms while following FDA Enterprise Performance Lifecycle V.2 (EPLC V2) processes and Agile development practices.

Key Responsibilities

Design, develop, and maintain custom applications using Oracle APEX and Drools.
Implement dynamic business rule logic using Drools Rule Engine in a secure, scalable environment.
Develop backend processes using PL/SQL, stored procedures, and packages.
Collaborate with business analysts and functional leads to gather requirements and translate them into technical solutions.
Integrate with third-party systems and develop/consume REST and SOAP web services.
Conduct unit testing, support QA testing, and participate in User Acceptance Testing (UAT).
Ensure applications meet FISMA, FedRAMP, and 508 compliance standards where applicable.
Maintain documentation for system architecture, business logic, and data flow.
Provide regular status updates, support production deployments, and respond to incidents.
Development & Enhancement

· Design, develop, test, and implement software enhancements

· Work on complex workflow implementations including Research Concept, Research Protocol, and Research Project workflows

· Develop and maintain integrations with external systems through native APIs and API Gateway services

· Build custom integrations using programming languages and APIs as required

· Implement dashboard functionality with data visualization capabilities (charts, graphs, filtering)

· Develop and maintain automated workflows and approval processes

Technical Implementation

· Analyze, develop, test, and implement software fixes to correct defects within maintenance and emergency releases

· Perform code generation, testing, COTS customization and configuration

· Work with integration platforms and third-party integration services (Power Applications, MuleSoft, etc.)

· Implement scalable and flexible technical solutions for efficient information retrieval

· Maintain and enhance existing codebase while reducing technical debt

Agile Development

· Participate in all Agile ceremonies including sprint planning, daily standups, sprint reviews, and retrospectives

· Collaborate with Business Analyst/Scrum Master during backlog refinement sessions

· Work closely with Product Owner and stakeholders to gather requirements and clarify user stories

· Contribute to sprint planning and estimation activities

· Deliver working software incrementally through sprint cycles

System Integration & Maintenance

· Work closely with FDA stakeholders and other contractors for system integrations

· Collaborate on integration troubleshooting and testing

· Support Operations & Maintenance activities including performance tuning and monitoring

· Maintain documentation for programs, scripts, and interfaces with other HHS/FDA systems

· Support system administration functions and privilege management

Required Qualifications

Education & Experience

· Bachelor’s degree in computer science, Software Engineering, or related technical field
· 5-8 years of software development experience (Mid-level) OR 8+ years (Senior-level)
5+ years experience in Oracle Applications Development
Strong experience in Oracle APEX
Proficiency in Drools, business rules engines and decision making
Expert in PL/SQL programming and Oracle relational databases
Experience developing within Agile/Scrum teams and using tools like JIRA or Azure DevOps
· Experience with federal government projects and compliance requirements preferred
· Familiarity with FDA EPLC or similar government lifecycle processes preferred
