Job Description: The Vice President of Software Engineering reports to the SVP and Chief Engineer and provides strategic and technical leadership for the development, delivery, and support of CIS’s software products. This role oversees a portfolio of agile, mission-driven engineering efforts and ensures alignment with organizational goals, user needs, and evolving technologies. The VP of Software Engineering empowers high-performing teams, drives engineering excellence, and ensures that CIS products and services consistently deliver exceptional value, reliability, and impact. What You'll Do: Provide strategic and operational leadership to meet mission objectives, including talent recruitment, development, and mentorshipShape and communicate a cohesive product vision that integrates technical innovation, user needs, and organizational prioritiesPosition CIS’s software teams for high levels of productivity and quality by adopting and integrating modern, agile software development methods and tools, including AI-assisted development toolsFoster collaboration across CIS departments to ensure product relevance, value, and technical cohesionBuild, lead, and sustain high-performing Software Engineering and User Experience teamsDrive alignment between Software Engineering and other business units to ensure practical, effective software development policies and practicesDeliver measurable results through strong KPI performance, budget discipline, and adherence to quality standardsEnsure CIS products exceed user expectations in performance, functionality, and usabilityProactively identify and manage program and product risks, ensuring timely mitigationPerform other strategic and operational duties as assignedWhat You'll Need:  Bachelor’s degree in Software Engineering, Computer Engineering, Computer Science, or a related field*10+ years of progressive technical experience in software engineering7+ years of leadership experience, primarily managing software development teamsProven success leading software development organizations using agile methodsDemonstrated experience establishing and enforcing software development policies that align with compliance standards (ISO 2700x, SOC 2, GDPR, etc.)Strong background in CI/CD implementation and UX managementExperience in the acquisition of software products and services as well as integration of third-party software productsExceptional leadership, project management, and communication skillsDemonstrated business acumen with experience developing and managing departmental budgetsAbility to translate mission objectives into measurable engineering outcomesStrong organizational and prioritization skills, with attention to detailMust be authorized to work in the United StatesIt's a Plus if You Have: Advanced degree in Computer Engineering, Software Engineering, Computer Science, Business, or a related disciplineExperience implementing or operating knowledge graph technologiesProven success leading remote and distributed teamsFamiliarity with AI-assisted software engineering and related emerging technologies*Additional years of relevant experience or a combination of an Associate’s degree or equivalent and relevant experience may be substituted for the Bachelor’s degree.  At CIS, we are committed to providing an inclusive environment in which the diverse backgrounds, experiences, and views of our employees, members, and customers are valued and respected.
