Overview

We are seeking a skilled and dependable Web Developer to provide ongoing development and portal support services. This role emphasizes strong web development expertise and experience working with portal platforms. Experience with Liferay is encouraged, but experience with comparable web portal frameworks will be considered.

The ideal contractor will have excellent UI/UX experience with an emphasis on human-centered design and modern web best practices. Experience leveraging generative AI tools to optimize site maps, navigation, and overall design creation is strongly preferred.

The contractor will work independently, using their own methods, tools, and equipment to complete agreed-upon tasks and enhancements. Estimated effort is approximately 15 – 20 hours per week, based on project needs.

This is an immediate 1099 independent contractor opportunity supporting government clients. The preferred location is South Central Kentucky. We will not consider a B2B contract or subcontract for this role. Please apply only if you are willing to work as an independent contractor/consultant.

Scope of Services

Design, develop, configure, and maintain web portals and applications
Develop new features and enhance web-based functionality
Implement user interface (UI) updates, themes, layouts, and content structures
Troubleshoot and resolve configuration, performance, and integration issues
Implement enhancements based on defined requirements
Document configuration updates and technical changes
Required Qualifications:

U.S. Citizenship (Based on the nature of the work in support of government clients and agencies.)
Bachelor’s degree in Computer Science, Information Systems, or related field, or equivalent professional experience
3 – 5 years of professional web development experience
Strong knowledge of Java and related backend technologies
Ability to independently manage deliverables without direct supervision
Preferred Qualifications

Experience with Liferay or similar portal platforms
Familiarity with OSGi modules and Service Builder
Experience with CI/CD or DevOps environments
Experience integrating third-party systems and API
Experience applying AI-assisted design or development tools
Schedule:

This is a flexible engagement, provided agreed-upon deliverables and project timelines are met. 4 Arrows' office hours are Monday – Friday, 8:00 a.m. – 5:00 p.m. EST, for collaboration as needed.
